You don't need much harware really. Been working as a business developer in the VR industry for years and all I can say is that you only need a stereoscopic webcam for the model, and a VR headset for the user. That's not more than a few hundred bucks x2. Of course you can go much higher with a pro equipment. There's also a variety of interactive toys that are not hard to implement and they are not really that expensive. The streaming software (both server and client side) is the most complex and expensive thing here.
With the development of AR and really complex AI systems on a chip (mobile), I'm curious to see what would the future of the VR entertainment industry look like...
