Cool hypothetical, I guess, but bounty hunters don't really mess with the FBI's Top 10 list. They have no authority to do anything in other countries and would likely just be thrown into jail or worse.
The more likely scenario is someone calls the FBI tip line and the Marshals go on the prowl.
Most bounty hunters are ex-cops from a local (to them) agency who like the thrill of the chase and being paid well. They don't have informants in other countries.
