Ok - for SEO he should have access to GA4 which includes access to Google Search Console - but that's where it ends. Nothing more.
Do I assume the tube scripts were bought and not created?
How was he going to populate them? You can't scrap them anymore since as a tube owner you'll need the doc's to go along with them which many are not happy to give. So you can't just throw up any movies there
Was there a niche or was a tube(s) that covered various niches?
As far as bank accounts - you should have registered your company and created your own bank account so that whatever processor used the monies go directly to you.
Did he even mention a lawyer? If you're creating a tube you'll need a lawyer on retainer and figure out where to keep the doc's
Setting up GA4 and keywords should be relatively easy - along with any blogs etc. but there are other social networks you can get involved with including Reddit. BTW don't always go for the easiest keywords as the website weight will always go to strong sites than yours - mix it up
Important thing is from what I see is you stopped a potential site killing situation so that's good and you learned your lesson from it.
I'd like to speak to you on Skype if you can get it so we can talk further... again no charge. I'd like to go over things an see what's been done and that there are no errors. Hopefully I can offer some advice in moving forward and put you in contact with those who will help you along properly. If there tube(s) are legit and properly set up - then it's a matter of legal and processing - then populating (which takes time). If the plan is to carry some affiliate programs on there I can also guide you to the right people after you chose what you want. Keep in mind this is YOUR project - YOUR baby. Always love what you do - and create what you love. So always the questions will be in relation to that.
Finally - getting everything settled (if you have a good programmer/designer etc) the process should only take a month or so. Building social network is ongoing but results should be seen within 3 to 6 months. During this time you work on upsells - (not to many) but ones you'll see that will make you money. Once you determined that based on conversions you'll be ready. Now wait until you see traffic coming in - work out the bugs - fix any problems ongoing then and ONLY then do you consider buying traffic but start in limited quantities to see what and who works well with you. Estimate approx 500$ - 1k$ on each traffic company to test but that will increase. The rest depends on your budget.
There obviously are a few other things in there but that's an overview right there - but always you should have control - see everything that's going on. Your best case scenario is to have the right people running things while now you take time to network to get new content on your tube(s). That's ongoing - and negotiations are up to you based on your budget. I don't know what your forecast is or your ROI but standard should be around 2 years before profit is realized.
