In my opinion, it depends. If you have 4K footage that is just ok-quality and you intend to render it in lower resolution, then converting it to lower resolution first will making editing alot easier and speed up your workflow. This isn't advisable to everyone or every situation of course, but unless your original content is prestine, why not save some time?
