There are a few around but having promoted dating sites for over six years now I have to say hubstars.com. You can quickly build your own sites with their templates and enter your own text on landing pages for SEO. I think it's 50% rev split. They are europe based but cover world and seems to be genuine users.
I would avoid whitelabeldating.com! Terrible revenue split after the first month unless you hit revenue targets and so many leaks with their own cam and promotion of their own sites
