I would say ccbill does that.
You can set up the affiliate section with ease.
The advantage being that many webmasters use ccbill to promore sites, and all the accounts are linked, so you get a single check.
If you want something very simple, just use:
modelcentro as they do everything. They host, deal with membership, do the site, all you do is upload your content. They also have an affiliate section.
Also no cost to you. No hosting bill. No messing about with a payment system. No need to pay for a website making.
