Do your research. That's not even close to Ultra Light in the US.

254 pounds is the limit. Maximum speed of 63mph at full power in level flight, and stall speed no greater than 24mph.

The plane in the photo will not meet any of that. An ultralight must meet all three.

I think you have Ultra Light and LSA confused.
