Well all I can say is that American's are an amazing group of people that due to it's size is very diverse not only in language and culture but also in education. Sadly some students fall behind or drop out missing higher education.
In talking about Metrics - this seems to be the few things that the world is ahead on but States fall behind. As said for a variety of reasons from money - time to education.
I grew up in the 70s when Canada switched to metrics. It was difficult in school learning this new method but we did - slowly. It can be done. Yet there is a massive amount of things that have to change from measurement of car gas etc. to even highway signs. At this point America does not have the avaialble funds nor patience to do that.
So - I can only assume it won't be any time soon if any time they'll change. Has nothing to do with intelligence as much as "we have a system now and it ain't broke' mentality.
I am not sure where you got that chart from - but American's are not stupid. Just misguided for some and personally there is more to worry about in the world than reading a ruler
