They had a law a bit like this in the UK up to about the 1960's where cinemas had to show so many British films, to encourage British film firms.

It is debatable how successful it was as the claim is a lot of cheap films were made to fill the quota, plus it also included the countries we own or whatever such as the commonwealth.

I believe in France all books written must have a French translation.
