I tried this suggestion after you posted it. It took a month to get a reply, but Bing finally did reply.

It would seem this is the equivalent of a shadow ban where they do not show any issues in their search console but are indeed blacklisting the domain. Unfortunately their emails bounced when replying to try and clarify, but at least I know it is a manual action. I wish Bing would have shown in this in their webmaster tools, but I'm assuming my other domains showing 0 results have the same issue.
