I know that watermarks are not allowed on videos by random users - cause they get overflooded with stolen content where people just put their affiliate link as watermark. But for official creators I can't see a single point u say actually be true thb.

First, this is concerning watermarks in the video content itself. Yeah, this is a new policy they started implementing just a few weeks ago, or maybe 8 weeks ago. So any videos you see that have watermarks in the video itself without a domain extension in them is because they were already there before this new rule took effect.
Can you send example URL of the video which has a huge banner over it? You may be talking about the "Channel" page which is different than the single video pages which get a lot more traffic.
