Well if you are including time (and luck) in the cost equation then I would say this:
Buying traffic to re-direct to a paysite landing page is useless and a big time waste of money so I would not recommend. But buying banner spots on big traffic sites (mostly tubes) CAN have a positive effect but you have to keep a close eye on the ROI.
So to directly answer your question - how long would it take starting from zero - I would say anywhere from 6-12 months to see a steady return. BUT this depends on the content (of course), the niche, the promo materials and how hard you work uploading to all the free traffic sources, including social media. The real issue with paysites is once you hit a certain level of Joins you plateau and it's difficult to scale from there.
(BTW rents in New York City now are insane; a 1 BR apartment average cost is $4600)
