Its actually the creators themselves that set what and how many ads you see - Plus we are the ones who decide if they are Skippable or not...
Above is a screenshot of todays upload to youtube. I have turned skippable ads ON, but have left it default to let youtube show whatever ads it wants - As long as they can be skipped.
So assuming your are watching stuff from bigger channels, they are the ones making the final decision - We could turn off all of the ads, if we wanted to...
