Not sure if this is still the case but you may want to reach out to Verotel support and start the convo. Payment processing fees are about the same as all third party billers, around 15%, which they lower on volume.

yea its worth hitting up all billers because its really hard to get an account right now.
we've had about 10 site owners apply for Verotel accounts in the last year and did zero new account installs for Verotel. we did a few new site installs for old accounts, but it seems like new accounts aren't happening.
truth about them opening an EU biz for you tho. if you can contact them. it used to be better when Jason was the account rep. he jumped ship at the right time.
nearly impossible to get a merchant account right now. slightly less difficult to get a 3rd party billing account. i've had a few PornCMS clients who had to cancel in the last year because they couldn't find billing. if you aren't in the US or EU, its almost impossible right now.
and of course we can blame the cocksuckers at Pornhub for that
