Facebook uses this type of links which are called link shim to protect users privacy because this technique does not leak any information like user ID, facebook group name, facebook page name ... etc in the referrer link, it just shows that the link starting with l.facebook.com was the referrer link and this does not reveal any information that can be used to identify or track someone (like user id, or username that appear on the user profile link) or to track a facebook page or group or something similar.
The '%2F2023%2F11%2F29%2F' part is just the url-encoded form of '/2023/11/29/' which is a part of the link https://social-glow.co.uk/2023/11/29...ur-word-phrase you are going to visit . URL encoded form is a form in which some special characters are represented in a combination of %+two alphanumeric characters (for example / is represented as %2F and = is represented as %3D).
The rest of parameters like fblick, h, __tn__, c[0] are used for analytics and tracking purpose by both facebook and the destination website but does not reveal anything personal about you, the link can still work even if you delete all these parameters because they do not play an important role, the main parameter is the first 'u' one which contains the link to which you will be redirected.

PS: This is what I see, even using the direct link, regarding the redirects...

Not to worry though - I'm certainly not desperate to read the article - Just using that link as an example of what I meant
