The Philippines has emerged as the largest gambling market in Southeast Asia, surpassing even Macau in terms of number of casinos. As of 2023, the Philippines has 76 casinos and 66 casino hotels, more than any other country in the region.
The Philippines' gambling industry has seen robust growth in recent years, driven by the development of integrated resorts like Entertainment City in Manila, which have attracted significant tourism. The industry generated an estimated $5.9 billion in gross gaming revenue in 2023, two-thirds of which came from Manila's three Entertainment City resorts.
Online gambling, particularly through Philippine Offshore Gaming Operators (POGOs), has also been a major driver of growth, contributing around $500 million annually to the government. However, the POGO sector has also been associated with criminal activities and human trafficking, leading to a crackdown by authorities.
In contrast, other Southeast Asian countries have taken a more restrictive approach to gambling. Singapore has two major integrated resorts but does not allow its citizens to gamble. Thailand and Indonesia have banned online gambling altogether. Cambodia and Vietnam have allowed some casino development but primarily cater to foreign tourists.
