What people are doing is first generating the images with high resolution AI image generators THEN animating them with AI movies.
You create the base image first, then animate it. You can make an image in AI that you, say, like the background of, but the character sucks, so you then can generate a character or face tha you like, and AI that character / face into the scene, and once you have the base single frame, you animate off that. At least, that's how one of the types of AI workflows goes.
You can even take a photograph(s), make a collage out of that, use the AI to blend the collage together, then take another AI image and put it on top of that collage, get the AI to seemlessly add the two together and change the lighting / angle of the camera and you can get some really crazy visuals.
