If you have an existing relationship with a processor, like RocketGate, CCBill, or Verotel, and you're comfortable driving the traffic yourself, I've put together self-hosted storefronts with clip download support for clients which were fairly successful.
The benefit with self-hosted, is that you're responsible for maintaining the 2257 and related paperwork, so you don't need to get anything approved by someone else (except the initial billing compliance.)
