This can be achieved with .htaccess, Apache and Cloudflare

SetEnvIf CF-IPCountry (.+) GEO_COUNTRY=$1
RequestHeader set X-Debug-Country "%{GEO_COUNTRY}e"

You will need mod_setenvif and mod_headers installed for Apache
