We can argue this all day long. We are not at war with anyone. A single bombing does not mean we are at war.
America is in fact currently at war with North Korea. This is because we signed an armistice, not a formal peace treaty.
We never declared war on Vietnam, but nearly three million US troops went to Vietnam and sixty thousand Americans died there. We sure do consider this a war.
We invaded Grenada but we surely do not consider this war.
We bombed Libya and also Syria, but no says the US was at war with Libya or Syria.
I define a war as an invasion, long term occupation, and thousands of American casualties. A single bombing is not a war.
