America is in fact currently at war with North Korea. This is because we signed an armistice, not a formal peace treaty.
We never declared war on Vietnam, but nearly three million US troops went to Vietnam and sixty thousand Americans died there. We sure do consider this a war.
We invaded Grenada but we surely do not consider this war.
We bombed Libya and also Syria, but no says the US was at war with Libya or Syria.
I define a war as an invasion, long term occupation, and thousands of American casualties. A single bombing is not a war.

there is no clear definition..in modern days it depends how you want to see it
just because you have no official troops

on the ground..doesnt mean you are not actively engaging in behind the scene..would you consider cyber war for example as being in war? some could say the us is is in war since ww2 because behind the scenes it never stopped
