9/11 was a terrorist attack, not a war.
It resulted in us invading Afghanistan, removing their government, and removing their government from power. Which is obviously a war.
By your definition... We are at war with Iran. And Syria, Libya, Pakistan, Yemen, Somalia, Serbia, Bosnia, Sudan, Lebanon, Chad, and... Tunisia.
