as a point of order, ma'am, i would just like to point out that the law in Kansas, as currently governed, gives the liability to the hosting application - not even host - but the application that accepted the upload.
the other states are following this structure, as it punishes the large sites that collect mass amounts of unvetted videos from unknown sources. they all got pissed about revenge porn. go figure.
billers (ccbill i'm looking at you lol) tried to lock down model id verification, but much of the online content is too old and model releases every year would be insane. So now they say all sexually explicit content must be behind an age verification wall.
many little scammers have pushed some sort of age verification, but the best one is a credit card or other online payment. require payment to see titties. its very simple. all billers agree.
