What you're suggesting, even if I agree with your stance, is still more risky than requiring people in the UK to undergo age verification to see anything remotely explicit. There is nothing in any law that I've seen that says what is considered explicit content, where the line is drawn, or how site operators can distinguish between SFW or NSFW. That may be a risk you're willing to take, but clearly they aren't.
Blaming the site operator is the wrong course of action. They are not being stupid or losing out on money--no, they are, in theory, preventing huge losses due to lawsuits or sanctions. I don't know them, but that was clearly their risk assessment.
Ultimately, the UK population has decided that this is what they're okay with. Their politicians and government decided this was necessary. If the population disagrees with this, then they need to uniformly push their representatives to change course. That may mean voting in different representation.
It's no different in southern states in the United States. This is what people voted for. We need to stop blaming site operators for trying to stay afloat and risk averse, and start blaming the authorities in charge and the populations for voting those authorities into place.
