It will be tough for them to make money but good look to them. Just pay someone to build a website to their own liking using Word Press as Word Press is free and can be customized a great deal. Also it has a content management system so you can set it to add updates in advance which is really useful. Plus it has lots of great plugins. They can easily be taught to update the site themselves if they don't want to have to pay someone to be doing that all the time. Then for billing I recommend CCBILL.
