Is your issue that he might have broken the law or that he might be addicted to painkillers or both?
Honestly, I don't agree with prescription laws. There is no reason why you shouldn't be able to walk into a drug store and buy any drug you wanted to, once you reach an age where you are legally considered an adult.
If there's any issue here, it's that he might be addicted to painkillers -- that's a sign of weakness. But violating prescription drug law is like the same as speeding as far as moral implications are concerned -- it's not a big deal morally, is it?
