These guys have back up hosts and are ready to re-open within hours after their site is killed.. They probably have a mailing list of their members to notify them of the new site as soon as it opens.
So merely shutting down sites doesn't accomplish much if there is no follow through..
Does it help to report it? Maybe to a degree, but the ones that are being arrested are the ones that the authorities are stinging on their own and accumulating information over months of investigation.

I agree... ASACP has actually been involved with getting people arrested. And here's one of the BIG problems that can occur.... On a recent case, the bust was jeopardized by someone posting the CP site to a webmaster discussion board... The authorities were then very concerned that the perpetrator would disappear as a result. They didn't, luckily, and as far as I know, they were indeed busted. It DOES happen.
