There all of the Federal District Courts...with all of the Federal Judges that decide the legality of a law...or parts there of...with the Supreme Court being the final arbirter of the legality/constitutionality of a law...or parts there of. A judge is, and has been, defying the Attorney General in the so called "20th hijacker" case. Laws are passed but this country has safe gaurds against abuse of a Law.
