How long were you promoting them for? I've just realised my first sale was exactly a month ago, which means that I've made only a single $14.97 amount from each signup. Derate the effective rate by 25% because they were not paying for one week out of the four, and you end up with $11.23 per signup.
One thing I am a little concerned about... if they don't handle their existing ccbill customers properly then it's possible they may request a refund or charge back, which will impact on affiliates in the coming months. That $11.23 average signup value could still decrease.
