I'd talk to a lawyer before I tossed something sent USPS.

I know when I've sued someone or done anything legal (a foreclosure, name change, etc.), putting something in the USPS mail with proper postage was all I was legally required to do. The only time it was ever sent certified or delivered in person was when it stated a required appearance in court.
