I would have to say looks but please allow me to explain before calling me names.
If I look at a girl who isn't so hot I won't bother going to talk to her. I would smile if she walked past me in a club but thats it.
If I see a hot chick I will talk to her and then find out if she has a nice personality.
So really looks win it for me, coz without good looks I probably wouldn't try and chat her up.
Am I shallow?
