Here's my

If people at the event see them all screwed up, then they won't do business with them. so the person will put themself out of business by their behaviour.

If they cause a disruption at the event, then the sponsors or whoever sees it should notify a bouncer and get them bounced out of there. Simple. Just treat it like any other party or business meeting.
