If you have all the proof, including his plan to use & then chargeback a service claiming he never used it, report the FRAUD through your bank & processor to his credit card company & telephone company (if also charging by phone) then make a complaint to law enforcement - FRAUD is FRAUD & whether you're a wacked out webmaster or a surfer looking for freebies, you are committing fraud & it's illegal.
