When will law enforcement ever understand....? Follow Rudy Guliani's policy of repossessing/taking the car away from the drunk driver forever. No 2nd chance, 1 strike and you lose your car, period!
I think the threat of losing your car if you get caught DUI is a very serious detterent to drinking and driving (nothing wrong with getting wasted, just get a goddamn ride back home). Car repossession and some serious jail time (years, not days), will get rid of the daily horror stories of entire families dying in a car crash, while the other car's drunk driver walks out without a scratch!
This kind of shit is not tolerated in most other places in the world... the United States justice system is too tolerant of a lot of unacceptable behavior!
