INAL but unless I am mistaken the DMCA says nothing about a 24 hour period. It merely says a Service Provider must:
"upon obtaining such knowledge or awareness, acts expeditiously to remove, or disable access to, the material"

The DMCA mandates 72 hours (business hours as in three business days) for the host or provider to respond else be open to fine.
