Prior to the Belgian colonization of Burundi-Rwanda, the designation "Tutsi" was that of a class of people...similar to an upper class, however they still retained the same cultural consciousness as everyone else and considered themselves the same culture as everyone else. This all changed with the racial supremacy theories of the Belgians... under them, the Tutsis were pronounced a "race" which is superior to the common masses--labelled HUTU. From here, the germ of ethnic strife was to fester.
