Finding out who is shaving for definite, it's easy get 20 people to sign up off a link and hey presto if you do not see 20 sign ups in your stats you are being shaved.
Seeing who is working honestly, the sign ups need to be real and not from a suspiciuos source, then if you are accused of wrong doing you can come back with AUTHORITY.
Having a list of reccommended sites and a list of those to avoid.
Making sure you know who is licensed with Acacia and who is not.
Plus I'm sure many other things like hosting tips, design, etc.
Might be best done by a non US webmaster as we know how easy it is to scare Americans with the threat of legal action.
So why has no one done this? Probably because affiliates would never support it and work together. So they get screwed, but them a few drinks in Vegas and they will forgive you. Who is still sending traffic to an Acacia licensee?
But a site like this could have hundreds signed up al send $10 a month. you just have to make it worth $10 a month.

It's easier than that :: promote affiliates that offer a third party tracking services like ibill.com. If you still fell that you stats are being deflated, leave. There are honest sponsors, but a very limited number.
