As for his host, if they aren't cooperative we can always find out who THEiR upstream provider is and contact them. Everyone has an upstream provider. Where did he purchase his domains? If forget... but they can be contacted as well, between you and Choker and the others I'm sure there is more than enough evidence to fry this bugger.
