The only decent cartoonie guy I know is Joecartoon. He can be pricey though. Try hitting up Rich at
www.schleiferstudios.com and ask him if he can do anything for you. I know he's probably looking for work.
His portfolio is pretty much of the anime kind but I think he's done cartoons for network tv.
