If you're so convinced he's a harmless old guy in a wheelchair reading a bible (actually it wouldn't be a bible at all would it?), why don't you just zip on over and pick him up and turn him in?
Once he's in custody there will have to be a trial. And if you're so convinced, why don't you just go? If it's really that safe you wouldn't need a vest, helmet, or weapons either, would you?
According to you he's just an old guy in a wheelchair. If he's that feeble and just minding his own business, this shouldn't be a problem, should it?
