If there was enough there to cover ones final expenses, donations to charities, or open a small trust for their family, I would bet we wouldn't have the shortage of organs there are today.
Another option is a market based economy on organs, and market prices would be paid to the donor's family, 12 year old Bobby would surely be worth more than say 52 year old Sy.

Not to insinuate I concur, but I do find it distasteful that a person gives their organs for free and then the hospital makes a ton of money by charging the recipient for them. Some compensation should be paid to the heirs or the organs should be free for the recipient as well. Plus, I really don't like the idea of the doctor who is in charge of saving my life being financially compensated if he fails.
