Depending on the commission, it could be pretty profitable to ship a bunch of remote control model airplanes over there, tell the CIA where they are, then collect the loot! Actually I'm sure there are scamsters hard at work on more credible endeavors. If they're paying a few million bucks to locate some anthrax, guaranteed someone will import anthrax to locate.
