Those are good programs. Here's some info about others:
FrontPage 2000 - should be around $80 if you don't have Office 2000.
DreamWeaver - It's the shit! It's $300 and they offer a 30day free trial.

But free is good! I'd definately try the others first. You might want to check out EBay too. I sold my FrontPage 2000 on ebay for only $30 there.
