She has three kids too? I know you may have had feeling for her, but is this the sort of parent who should have three kids? She will likely keep stealing from other people and continue to hurt those kids with her action. If you don't turn her in, she will eventually be caught anyway. If it is a matter of personal money that she stole, then do it. I would if she was really as evil hearted as you describe.
Moreover, I am very sorry to hear you have had such a hard past with this situation. I was actually very sad when I read your post.
