Something like that has happened over here with slightly different circumstances.
I think it was a disabled man in a wheelchair depending on social wellfare.
He had not had sex in many years and claimed that his mental health was turning bad because of this.
He actually made an intelligent debate out of it and had some politicians on his side.
I dont remember what they decided though....
