The second pic is an animated gif of how I did it.
But if you'd like...
"Fucking with photos" by RedShoe
Before you start, I just wanna let you know that I make a duplicate layer with each step so I can always revert back to my last major tool change. I use history to go back a few steps, but sometimes I'll click several hundred times to create an effect and if it don't work out, I'm fucked so if I use a tool, I just quickly dupe the layer, also it allowed me to make that bad ass animation of the progress.
Step 1, Take your original and duplicate the layer (always save an original)
Step 2, Fuck with the levels as a base. I turned it green.
Step 3, Go into filters and click liquify, then fuck with it by stretching shit out and pushing shit around.
Step 4 Fuck with it some more with the airbrush.
Step 5, Concentrate on the highlights.
Step 6, Concentrate on the shadows.
Step 7, Make like a scratchy layer by using the airbrush on a dark shadow color, with a 1 pixel brush at 50%. (it adds a little more detail, you can see me add it in the animation)
Step 8, Since you are a fool and made your airbrushing to soft, sharpen it a little. (watch close and you'll see mine sharpen as the last step of the animation
Step 9, Post your creation.
That's it.
