After hearing about the Communications Meeting a few weeks ago, from what I understand these smarter dialer compnaies like GIB are working under consulation from the FCC, FTC.
It looks like the heat is coming from those dialers that dial into Vanatau or other international countries to rack up a phone rates.. So to fix this and make the feds happy, the dialers are evolving into 900 number dialing.. Not sure how this helps the end consumer, but I can see how keeping this all in country and taxable makes the fed happy.
