payment unsecured connection when security setting set to medium?

Hi,

Someone who was unable to join my site through iBill contacted them and got replied the message below. After reading the message this person encouraged me to use another processor because he says he does not want to send his cc info over an insecured connection. I think he is talking about the final paragraph where it says that a browser internet security settings must be set to Medium. What do you think about this? Is it normal that it should be set to medium in order to make cc transactions? And how insecure is that? Do all processors require to have security settings set to medium in order to make the online transcaction?

iBill's strict account scoring and Internet fraud control system will
register the location of the computer where the billing information is entered. The address requested on our billing page is the billing address that the customer's bank has in records or on the statement. It also requires the card ID (last 3 digits on the back of the card) or the CVV2 (last 4 numbers of the account) in order to ensure that the person entering the information is the person holding the card.

If the Internet Company provides access by using an Open Proxy Server; then iBill's system will detect an Invalid IP address and will not accept transactions from that location. By sending the account information to [email protected] and if the area is not blocked, we might be able to add it to our system and accept future transactions or reply with detailed information or suggestions.

Since iBill's site supports 128-bit connection and Secure Socket Layers (SSL) protect the customer's information, the browser must be capable of running 128-bit encryption and security connection, such as the newest versions of Microsoft Explorer and Netscape. The Help menu About Internet Explorer will determine what strength security is installed. You may go to
the TOOLS menu, INTERNET OPTIONS and under the ADVANCED tab, scroll down to the Security section and check the settings for SSL 2.0, SSL 3.0, TLS 1.0, and PCT 1.0. The Internet connection must be set to MEDIUM or added to the TRUSTED SITES list.
