You may be able to get away with 18 if she lives on her own, pays her own bills in her name, rents her apartment in her name, etc...but to play it safe, 19 is the age of majority in BC, and the legal age to sign documents.
Don't want to rain on anyone's parade here, just want to make sure everyone stays legal...

You can vote at 18 in Canada.....I'm sure signing a model release is just as 'legal' as that
