Verotel is registering all their $1k+ / week clients as per IPSP regs just like the other guys do. No big deal, and in fact they are paying for it out of their own pockets.

All the smaller sites will have a single entry point to cut down on fraud and overhead. Anyways who cares about sites doing less than $1k / week.
